To start, I added some Tim Holtz rub-ons on to the tags. I like these, because as well as the black areas they have some clear areas as well so the background shows through even when covered in ink. I then used Distress Stains to colour the tags and, once dry, added the embellishments. I stamped on the lower tag before adding the embellishments.

You asked what I stuck on the images to fragments with - I used Anita's 3-D Clear Gloss Finish which is basically a cheaper version of the Glossy Accents, but works just as well :)
Two wonderful tag, cannot decided which I like best.
These are both fabulous. I love the colours on both. The first one has a very warm background and the second, I love the background stamping xx
